Cook the Ground Beef
In a large skillet, heat 2 tablespoons of olive oil over medium-high heat.
Add ground beef and sprinkle with salt, chili powder, cumin, coriander, and cayenne.
Cook until browned, then transfer to a bowl.
Prepare the Sauce
In the same skillet, sauté onions and bell pepper for 5 minutes.
Add garlic, fire-roasted tomatoes, green chiles, and oregano.
Simmer for 15-20 minutes.
Soften the Tortillas
Lightly fry each tortilla in a skillet with a little olive oil for 5 seconds per side.
Drain on paper towels.
Assemble the Lasagna
Preheat oven to 350°F (175°C).
In a greased 9x13-inch baking dish, layer:
4 tortillas, overlapping slightly
Half the refried beans, spread evenly
Half the cooked beef
A third of the cheese
Half the tomato sauce
Repeat layers and finish with tortillas and remaining cheese.
Bake
Cover with foil and bake for 35 minutes.
Remove foil and bake an additional 10 minutes until cheese is melted and bubbly.
Serve
Let it rest for 10 minutes.
Top with sour cream, avocado, cilantro, or lettuce.
